The new legal provisions regarding the deadlines for the detailed declaration of the goods before the customs authorities have entered into force and are applied at various points of import and transit of imported goods in the Kingdom of Morocco.

According to resolution of the Minister of Economy and Finance No. 1640.22 issued on June 20, 2022, modifying the resolution of the Minister of Finance No. 77.1318 dated October 31, 1977 to authorize the deposit of detailed declarations related to some merchandise before its arrival to customs and to specify the term for the deposit of the detailed declarations, it was recently published in the Official Gazette No. 7120, The title and requirements of the first and second chapters of the previous resolution of the Minister of Finance are modified.

An official source from the Department of Customs and Indirect Taxes told Hespress that the minister’s new decision “comes in the context of resolving the discussion and removing the confusion that has long accompanied the process of detailed merchandise declaration by the importer within of the 45 days. explaining that the new decision, according to the first article of the same, was in the sense of quoting and computing the terms from the date of arrival of the goods at customs.

The same resolution indicated that “Based on the Customs and Indirect Taxes Code of the Customs and Indirect Taxes Administration approved by Dahir No. 339.77.1 issued on Shawwal 25, 1397 (October 9, 1977) as law, especially the Articles 2.66 and 3.66 of the same, the detailed declaration regarding the merchandise may be presented before its arrival at customs, provided that said merchandise is the subject of a brief declaration presented in accordance with the current regulatory requirements.

It should be noted that the execution of this decision was entrusted, as established in its second article, to the General Director of the Customs and Indirect Taxes Administration, as it is executed from the date of its publication in the Official Gazette.
